Minor firmware update for new Mesa 3 Windows units in production

A minor firmware update is being implemented on new Mesa 3 Windows units in production. This does not provide any benefit to existing units in the field. The EC (Embedded Controller) version 1.25 is being implemented due to a vendor part change (proximity sensor for the cellular modem). This does not intentionally change any functionality or behavior of the device.
