BackMagnetometer fix for Mesa 3 Windows

An issue was found and fixed for the magnetometer (compass) in the Mesa 3 Windows platform. Units shipped after 16 Jan 2020 will have this fix. Units shipped prior to this date (with serial numbers ranging from 261421 to 266234) can be submitted to our factory repair center to apply the fix as desired. The magnetometer is currently not often used by apps on Windows devices. The most common use case is described at the following web page.
