Manufacturing firmware updates for Mesa 3 with Windows

Custom firmware updates for the Mesa 3 with Windows were implemented in manufacturing to further increase production yields. This eliminated a fairly uncommon issue encountered in production only when some units were not powering on or resuming, with only the green LED turning on. This also implemented a minor feature of the red LED being able to turn on to show external power supply is attached while the unit is in Sleep (such as when you briefly press the Power button to turn the unit off). These firmware updates are only available on new units from production and at certified repair centers.
