BackWMDC Helper utility for Windows 10

17 Mar 2019 UPDATE - The wmdc-helper.exe utility was deprecated and replaced by wmdc-fixes-for-win10.msi as noted at the WMDC in Windows 10 web page.
The WMDC Helper utility can be used to get Microsoft Windows Mobile Device Center (WMDC), formerly ActiveSync, to run and connect in newer versions of Windows, particularly in Windows 10 Creators Update (Version 1703 Build 15063).
After installing WMDC, save the following file to a location on your desktop PC, locate the file through File Explorer, and then right-click on the file to Run as administrator (even if you are already logged in as an admin).
