California CEC compliance validation

We have completed validation of compliance with the requirements of the California CEC and have updated the product label with the circled BC symbol. For further reference, see the following document.
UPDATE May 2019 - Cedar brand products as well as the 4VetJ ultra-sound for Ember Equine have also now been verified to be CEC compliant.
